Achieving improvements in water quality requires international cooperation. The likelihood of effective cooperation is known to depend on the distribution across countries of the benefits and costs of actions needed to improve water quality. In this paper, we estimate the benefits associated with recreational use of the Baltic Sea in current environmental conditions using a travel cost approach, based on data from a large, standardized survey of households in each of the 9 Baltic Sea states. Both the probability of engaging in recreation (participation) and the number of visits people make are modeled. A large variation in the number of trips and the extent of participation is found, along with large differences in current annual economic benefits from Baltic Sea recreation. The total annual recreation benefits are close to 15 billion EUR. Under a water quality improvement scenario, the proportional increases in benefits range from 7 to 18% of the current annual benefits across countries. Depending on how the costs of actions are distributed, this could imply difficulties in achieving more international cooperation to achieve such improvements. The environmental good is shared by the study countries, but the countries differ substantially in their income levels and other characteristics. We compare the performance of value transfers (with or without income elasticity of willingness to pay adjustments) and function transfers that include only core variables supported by economic theory. Our results point to a new source of uncertainty associated with function transfer – choosing a particular functional form. Even if only theoretically relevant explanatory variables are used, the theory offers no insights with respect to a functional relationship of the dependence (e.g., linear, log-linear, exponential, polynomial). We show that while different functional forms may offer improvements in model fit, this does not necessarily translate to improvements in transfer errors or minimum tolerance levels. In our case, the value transfer with constant (unit) income elasticity adjustment, corresponding to the log-log functional relationship between willingness to pay and income, performs the best. Including additional explanatory variables or using other functional forms worsens the quality of transfers. Overall, our study questions the rationale for using more complicated function transfers in international benefit transfers, as the relationships observed within a country or a group of countries does not necessarily translate to dependencies between countries. As these two phenomena are the two components of consumer lock-in, omitting one of them likely results in biased estimates of the second, limiting applicability to policy relevant questions. Yet, there have been only a few attempts to integrate them into one model of subscriber behavior. Our study adds to this stream of research by applying a discrete choice experiment designed specifically to model subscription choices on a representative sample of mobile phone users in Poland. We find that the effective prices of calls appear to be a major determinant of operator choice. Switching costs continue to affect consumer behavior despite the introduction of number portability. Local network effects represent a smaller, albeit significant, component of consumer lock-in. Subscribers are heterogeneous with respect to the magnitudes of both lock-in components. Trophy hunting can, for example, provide economic incentives to protect wildlife populations and their habitat, but empirical studies on these relationships are few and tend to focus on the effects of benefit-sharing schemes from an ex post perspective. We investigated the conditions under which trophy hunting could facilitate wildlife conservation in Ethiopia ex ante. We used a choice experiment approach to survey international trophy hunters’ (n = 224) preferences for trips to Ethiopia, here operationalized as trade-offs between different attributes of a hunting package, as expressed through choices with an associated willingness to pay. Participants expressed strong preferences and, consequently, were willing to pay substantial premiums for hunting trips to areas with abundant nontarget wildlife where domestic livestock was absent and for arrangements that offered benefit sharing with local communities. For example, within the range of percentages considered in the survey, respondents were on average willing to pay an additional $3900 for every 10 percentage points of the revenue being given to local communities. By contrast, respondents were less supportive of hunting revenue being retained by governmental bodies: Willingness to pay decreased by $1900 for every 10 percentage points of the revenue given to government. Hunters’ preferences for such attributes of hunting trips differed depending on the degree to which they declared an interest in Ethiopian culture, nature conservation, or believed Ethiopia to be politically unstable. Overall, respondents thus expressly valued the outcomes of nature conservation activities—the presence of wildlife in hunting areas—and they were willing to pay for them. Our findings highlight the usefulness of insights from choice modeling for the design of wildlife management and conservation policies and suggest that trophy hunting in Ethiopia could generate substantially more financial support for conservation and be more in line with conservation objectives than is currently the case. Our study thus indicates that forests that are managed (or left unmanaged) for biodiversity purposes are also likely to be attractive to humans. To conclude, while greater management intensity was associated with higher disutility regardless of the model employed, we do not perceive a risk of conflict between forest management designed to protect biodiversity and management targeting recreational value. Consequently, there is a need for spatially differentiated forest management that discriminates among different functions. Using the discrete choice experiment, the authors elicit the preferences of approximately 4098 respondents from the Czech Republic, Poland, and UK for the GHG emission reduction policies that differ in four attributes: emission reduction target, burden sharing across the EU Member States, the distribution of costs within each country, and cost. The three specific reduction targets analysed correspond to the EU 2050 Roadmap and deep decarbonization policy (80% target), the climate-energy 2014 targets (40% target), and the status quo policy (20% target); each will result in a specific emission trajectory by 2050. The results reveal stark differences between the three countries. Czechs would be on average willing to pay around EUR 13 per household per month for the 40% GHG emission reductions by 2030 or EUR 17 for 80% reductions by 2050, and the citizens of the UK are willing to pay about EUR 45. Conversely, the mean willingness to pay (WTP) of Polish households for achieving more stringent targets is not statistically different from zero. The WTP for adopting policies to reach the 40% and 80% targets are not statistically different in any of the examined countries. However, it was found that the preferences in all three countries are highly heterogeneous. In addition, an insight is provided into the preferred characteristics of the future GHG emission reduction policies.Policy relevanceA detailed understanding of the acceptability of climate mitigation policies among the general public is crucial for identifying the potential for improvements in their design. This study examines the public acceptability of the EU?s future mitigation policies. The authors elicit preferences of respondents from three EU countries for three different emission trajectories and reduction targets through policy packages that include several options to share the burden among the EU Member States and to distribute the costs among citizens of each country. Preferences are analysed for each attribute and the willingness-to-pay values for several alternative policy packages are derived. The authors believe that understanding public acceptability can help support the successful implementation of climate mitigation policies.
